As part of its recently completed Transportation Master Plan, the Niagara Region established a Complete Streets vision that address operating policies and design guidelines for streets across the Region. The document provides a comprehensive overview for creating a regional network of streets. However, a missing link for this regional network plan is the streetscape standards. As the project lead, Sajecki Planning developed a Terms of Reference (TOR) to guide the development of the Complete Streets standards. 

Sajecki Planning provided guidance on areas such as patio and marketing zones, pedestrian through zones, planting and furnishing zones, edge zones, low-impact development, transit facilities, lighting, bike lanes and parklets. 

In order to create the terms of reference, we focused on reviewing all background documents, conducting necessary streetscape research, meeting with the Region, providing strategic planning and analysis and drafting the TOR.
